How to issue a hiring mandate or MOU to an Indian recruitment partner

The fastest way to stall an overseas hire is a mandate that is really a conversation. J&A’s employer desk asks for a short written brief. This is what should be in it.

Minimum viable mandate

  • Legal name of the employer (or of the agency, if you are not the end client — say which).
  • Job title, number of seats, location, contract length.
  • Salary and benefits in writing, or a band if the offer is still moving.
  • Must-have licences, language, gender if the destination law requires it, age band if any.
  • Who pays visa, medical, ticket, and on what timeline.
  • Named contact on your side and a reply-to that is monitored.

MOU versus a single order

A one-off order is enough for six engineers. A hospital that will take 40 nurses a year, or a retailer that will take 500 FSEs, should sign an MOU so the pipeline does not restart every quarter. J&A works both ways.

Agencies placing into Europe or the GCC can sit in the middle. Declare that. Dual-running a candidate with three unlicensed touts is how files die in medical.
