India’s overseas recruitment for most destination countries is a licensed activity. The Ministry of External Affairs issues Recruiting Agent (RA) licences. If you are an employer in Kuwait, Germany or Croatia, the Indian partner on your file should be able to show that licence without a delay.
Three documents, not a brochure
- MEA RA licence number — J&A’s is B-0386/KER/COM/1000+/5/8412/2009. Ask any agent for theirs and match it to the public MEA list.
- ISO 9001:2015 — process discipline on files, not a marketing sticker. J&A is certified.
- Registered office and GST / company identity — J&A Migration Consultants & Tourism Pvt. Ltd., Kochi, with branches in Adoor, Pandalam and Kuwait.
Unlicensed operators still solicit overseas employers on WhatsApp. They cannot complete emigration clearance where it is required, and they cannot protect you when a candidate is stranded. That is not a vendor-quality issue. It is a legal one.
Fees — who pays what
For overseas placement, visa, medical and travel are typically on the employer or as the destination contract specifies. Indian law restricts what a recruiting agent may collect from a worker. If an “agent” asks your candidates for large upfront fees, that is a signal to walk away — and a signal that your brand will be attached to that practice.
J&A’s domestic India staffing has a separate, written fee structure for client companies. Ask for it in the mandate. Nothing on the candidate side should be a surprise.
A short due-diligence list
- Licence number, ISO certificate, registered address.
- Named counsellor and a business-development contact for the MOU.
- Written process: sourcing → screening → shortlist → medical/visa → joining.
- Data handling that can stand next to GDPR if the seats are in Europe.
